INTER-OP is seeking a full-time Proposal / Contracts Manager to manage proposal and contract administration in our corporate office in Virginia Beach.  The ideal candidate will bring strong organization and communication skills, adaptability to meet the challenge of rapidly shifting priorities, and familiarity with the entire Microsoft Office Product Suite. Successful candidate will review Requests for Proposals (RFPs) and related proposal documents for administrative requirements and general understanding of scope, schedule and format.

  • Authoring of a wide variety of proposal correspondence required by Government/Industry requests (e.g., Requests for Information (RFI), Solicitation Questions, RFPs, Evaluation Notices and Task Order Proposals).
  • Editing of draft proposals and correction of errors in formatting, spelling, grammar, style, etc.
  • Organizing and tracking current proposals, historical information and future opportunities.
  • Taking responsibility to confirm work product has been completed, is comprehensive and compliant with all Solicitation and related proposal document requirements.
  • Maintaining templates for proposal sections as well as managing the Proposal Library
  • Providing guidance to writers in use of templates.
  • Ensures internal contractual compliance with the terms and conditions of contracts and compliance with designated management objectives.
  • Prepare Teaming Agreements and Non-disclosure Agreements consistent with Prime Contract and required flow downs.
  • Administer/manage various types of contracts, i.e. IDIQ, CPFF, FFP and T&M
  • Experienced with managing GSA schedules to include IT70, STARS II and OASIS.
  • Experienced with managing Navy Seaport NxG.


  • Minimum of 5 years' experience working proposals in the DoD and Civilian market.
  • Ability to work in a fast-paced environment, with strict deadlines and rapidly shifting priorities.
  • Strong teamwork and interpersonal skills.
  • Excellent communication and written skills.
  • Proficient in Microsoft Office suite products.
  • Proficient in Shipley based proposal management methodologies.
  • Bachelor's Degree preferred, but not required.
